Off Topic [HELP] Can someone help me to reduce the quality of a video ?

Hi everyone, Here's my issue, I've downloaded a high quality video : 3840x2160 and that's way too much for my shitty laptop so I can't watch it, can someone reduce the quality to 1280x720 or 1980x1080 please ? I've tried to do it with VLC but it takes way too much time. thanks in advance Here's the scene :
